Status in terms of compliance with the Act

The website is partially compliant with the Act of 4 April 2019 on digital accessibility of websites and mobile applications of public entities due to incompatibilities or exclusions listed below.
  • Due to the specific nature of the presented data, keyboard operation is not possible in two locations within the website:
    • the „Trains on the map” application (maps are excluded from accessibility obligation),
    • the „Route on the map” tab in connection details (maps are excluded from the accessibility obligation).
  • Some additional functionalities on individual subpages can only be used with the mouse:
    • the „List of stations” subpage - selecting the letter of the alphabet for which the stations will be presented,
    • search results - the hour change bar allows you to search the connection again by the changed hour.
  • Due to the limitations of the software for generating files from the system, the PDF files available on the website (timetable posters) may not be fully adapted to WCAG 2.1. (A and AA).

The declaration was drawn up on the basis of a self-assessment carried out by the public entity and a study of an external entity called Spółdzielnia Socjalna Akces Lab, which on 13 March 2018 issued a certificate of accessibility of the Portal Pasażera (Passenger Portal) v. 3.0 website. Detailed information about the website

The website has been designed to be operated by the widest group of users, regardless of the technology used or user limitations.
We have made every effort to ensure that the website meets the W3C standards in the scope of:
  • HTML 5,
  • WCAG 2.1. (A and AA).
At the same time, we would like to inform you that the „Buy ticket” option available on the website takes you to external sales websites of carriers and we cannot guarantee their accessibility for disabled users.

Navigation

Website navigation is based on widely recognised and applied principles.
  • The website can be navigated using the mouse or keyboard. Due to the specific nature of the presented data, keyboard operation is not possible in two locations within the website:
    • the „Trains on the map” application,
    • the „Route on the map” tab in the connection details.
  • Some additional functionalities on individual subpages can only be used with the mouse:
    • the „List of stations” subpage - selecting the letter of the alphabet for which the stations will be presented,
    • search results - the hour change bar allows you to search the connection again by the changed hour.
  • The Tab key allows you to navigate through menu, content and footer items. The user can use „skip links” and the website navigation is facilitated by the so-called „focus” enabled for the website.
  • The website has ordered headers and described page titles.
  • The navigation may change on selected subpages. Please note that each subpage available in the menu and the first three items in the footer (Network timetable, List of stations, Connection catalogue) are treated as separate applications by the system. That is why we have introduced a „Back” button to the website’s navigation, located on some screens in the upper left corner, which allows to go back to the previous view without losing the content of previously filled out forms.
  • The website uses pop-up windows. However, they are keyboard-enabled and blind users are notified in advance.

Appearance

The website is fully responsive and equipped with mechanisms to make it easier for visually impaired people to browse the content. Website provides the following functionalities:
  • zoom in the page view and increase letter size using the following key combination: Ctrl and + key,
  • zoom out the page view and reduce letter size using the following key combination: Ctrl and - key,
  • restore the page to its original size using the following key combination: Ctrl and 0 key,
  • change the page contrast using the button in the top bar of the website.
We tried to make sure that all elements of the website have the right contrast.
The website does not include keyboard shortcuts which could conflict with assistant software or the user’s system or software.

Forms

The website has detailed descriptions and field identification for all forms. Some fields have graphical elements to help complete them. Such fields can also be completed using the keyboard:
  • In the fields defining the date or hour, found in different parts of the website, the value can be changed by selecting the currently entered text (this happens automatically when the field is activated) and then entering the new value using the keyboard, while maintaining the format specified in the field description.

PDF files

The PDF files available on the website may not be fully compliant with WCAG 2.1. (A and AA).

Feedback and contact details

In case of any problems with website availability, noticed errors or suggestions for changes in the website, please contact us at pomoc-pdp@plk-sa.pl. In the same manner, requests for access to unavailable information, requests for alternative forms of information and complaints about the lack of accessibility can be made. The contact method referred to above, is subject to provisions of the „Information for persons sending correspondence via email”.

The request should contain the details of the person submitting the request and an indication of the subpage to which it relates (URL and method of contact). If the person submitting the request notifies the need to receive information in an alternative form, they should also specify the form of that information.

The entity should comply with the request immediately and no later than within 7 days. If it is not possible to meet this deadline, the public entity shall immediately inform when it will be possible to comply with the request, which shall be no longer than 2 months. If accessibility cannot be ensured, the public entity may propose an alternative way to access the information.

Where an entity refuses to comply with a request for availability or alternative access to information, a complaint may be lodged against such action.

Once all options are exhausted, a complaint can also be sent to the Ombudsman.

Architectural accessibility

The building is listed in the Register of Historic Monuments and therefore the possibility of making changes to the structure of the building to increase accessibility for disabled persons using wheelchairs is limited. However, PKP Polskie Linie Kolejowe S.A. is in the process of auditing the architectural accessibility of the Head Office building and analysing the needs. Once the documentation is approved by the heritage conservator and a building permit is obtained, it will be possible to proceed with comprehensive implementation of the adopted solutions. Implementation of the adopted solutions is planned from 2023.
  1. No disabled parking spaces have been designated in the immediate vicinity of the building.
  2. Access by public transport bus: Dw. Wileński bus stops 01, 02, 04, 05 (stops accessible to the disabled), Dw. Wileński 09, 10 (stops partially accessible to the disabled).
  3. Access by tram: Dw. Wileński 03, 07, 08 (stops accessible to the disabled).
  4. Access by metro: Dworzec Wileński Metro stop.
  5. There are two entrances to the building for employees, guests and visitors accessible from ul. Targowa and ul. Wileńska. Stairs lead to both entrances. There are no ramps or platforms for wheelchairs next to the stairs.
  6. Currently, the entrances to the building are not accessible to persons with mobility impairments using wheelchairs. An external staircase (5 steps) and an internal staircase (4 steps) must be climbed before reaching the reception desk. The massive, heavy external door does not open automatically. The internal doors open automatically.
  7. The reception desks are located to the right of the entrances accessible from ul. Targowa and ul. Wileńska. Further passage is secured by gates through which a person in a wheelchair can pass.
  8. According to the physical security procedure of the building of PKP Polskie Linie Kolejowe S.A.′s Head Office, a visitor or an interested party is not allowed to enter the building without the presence of a Company employee (an inviting employee, a representative of a given unit or a Railway Security Guard if the interested party is wishing to enter the Presidium of the Head Office).
  9. A corridor near the reception desks and access to the lifts is available for wheelchair users. From the lifts, wheelchair users have direct access to the office floors in the segments labelled A, B, D and E. Due to the misalignment between the floors of segment C and the floors of the segments labelled A, B, D and E, access to the office floors of segment C directly from the lifts is difficult due to the stairs. The corridors in segments A, B, D, E are not accessible on the ground floor of the building due to the stairs.
  10. The dimensions of the lifts enable their use by people with mobility impairments using wheelchairs.
  11. There are no toilets adapted for disabled persons in the building.
  12. An assistance dog and a guide dog are allowed to enter the building and all its accessible areas after informing the building security. One station is open until 6pm, the other 24 hours a day.
  13. Induction loops are installed in the building′s reception desks.
  14. Two portable induction loops are available in the building.
  15. There are no ramps or platforms in the building.
  16. There is no voice information system in the building.
  17. There is no Braille signage in the building and no contrast or enlarged print signage for the blind and visually impaired.
  18. There is no Polish Sign Language interpreter available at the reception desk or elsewhere in the building.
  19. Conference rooms are not adapted for persons with disabilities.
